The MyCruise Rewards Program is only available to those who have the Celebrity Cruises Visa Signature Card or Royal Caribbean Visa Signature Card. Both cards earn MyCruise Points which can be redeemed for cruises, onboard credits, and more with Celebrity, Royal Caribbean, and Azamara. You cannot earn MyCruise Points through any other means and you will not earn MyCruise Points just by sailing these cruise lines.

Celebrity Cruises and Royal Caribbean both offer one credit card that earns MyCruise Rewards Points. Both cards are pretty much identical in terms of rewards and perks, so I would recommend choosing based on which cruise line you use the most.
