Citi ThankYou Rewards credit cards
If you have the Citi Strata Premier Card (or Citi Prestige which is currently unavailable) you will be able to transfer Citi ThankYou Rewards points to JetBlue. Every 1,000 Citi points you transfer from these credit cards will give you 1,000 JetBlue points.
Other ThankYou-point earning credit cards will still allow you to transfer points to JetBlue, but it will be at a lower 5:4 ratio meaning that transferring 1,000 Citi points will only give you 800 JetBlue points.
What makes Citi the best option for JetBlue is the Citi Strata Premier Card. The unlimited 3X earning rates across everyday categories and travel makes it very easy to earn points spending on the card. On top of that, you can pair it with the Citi® Double Cash Card to create a powerful 2-card combo that will also ensure that you earn at least 2X points on all purchases.

Chase Ultimate Rewards credit cards
Chase offers three Ultimate Rewards credit cards that allows you to transfer points directly to your JetBlue account. Every 1,000 Chase points you transfer will give you 1,000 JetBlue points.
One of the best benefits of Chase Ultimate Rewards credit cards is the ability to redeem points for 1.25 to 1.5 cents each towards travel booked via Chase Travel. This gives you an alternative way to obtain high value out of your points in case you can't find good redemption value with JetBlue or if you need to book some other form of travel.

AMEX Membership Rewards credit cards
American Express offers a large selection of Membership Rewards credit cards that you can use to earn JetBlue points. Points earned with these cards can be transferred to JetBlue at a 5:4 ratio meaning that every 1,000 AMEX points you transfer will give you 800 JetBlue points.
This isn't the best of ratios when compared to Citi and Chase, but several of AMEX's premium credit cards do offer high earning rates in select categories that can still net you more points than both issuers after being transferred to JetBlue.

IHG One Rewards credit cards
The IHG One Rewards program offers three credit cards that you can use to earn IHG points on stays at IHG brand properties as well as on everyday spending. Points earned with these cards can be transferred to JetBlue at a rate of 5,000 IHG points for 1,000 JetBlue points.
IHG's premium credit cards can earn you up to 10X points per $1 spent on IHG purchases which is equal to 2X JetBlue points when transferred. Using IHG to earn JetBlue points is far from the "best" option, but it can be useful if you really need to top off your TrueBlue account.

Marriott Bonvoy credit cards
Marriott Bonvoy points can be transferred to JetBlue TrueBlue at a 6:1 rate. Every 6,000 Marriott Bonvoy points you transfer will give you 1,000 JetBlue points.
On top of that, you'll receive a bonus 2,500 JetBlue points for every 60,000-block of Marriott Bonvoy points you transfer to your TrueBlue account.
Marriott offers a long list of co-branded credit cards that can earn you up to 6 points per $1 spent at their properties. Unfortunately, due to the terrible transfer rate, this is equal to only 1 JetBlue point which is terrible — especially when compared to Marriott's other partners which are all mostly 3:1.

If you're looking to maximize your JetBlue points, you'll want to consider picking up one of JetBlue's own co-branded credit cards — specifically the JetBlue Plus or JetBlue Business Card. Both of these cards will earn you up to 6 points per $1 spent on JetBlue purchases which cannot be beat by any of JetBlue's credit card transfer partners.
Even if you don't frequently make purchases with JetBlue, these cards can still be worth picking up due to the benefits alone, one of which being a free checked bag which can easily pay for the card.
