The best credit card for earning Choice Privileges Points when it comes to buying Choice Privileges Points and buying Choice gift cards is the Barclays Choice Privileges Card in which you'll earn 5x Choice Privileges Points. The card also earns 5x on Choice Hotels spend through it's not the highest you can earn with transfer partners. With the Choice Privileges Card, you'll receive complimentary Choice Privileges Gold Status. Since the card has no annual fee, I recommend picking it up if you frequently stay at Choice brand hotels.
A fantastic "choice" for earning Choice Privileges Points is the Amtrak World Elite Mastercard. The card earns Amtrak Guest Rewards Points at a per $1 rate of 3x on Amtrak, 2x on travel purchases and 1x on all other purchases. Since Amtrak Guest Rewards Points transfers at a 1:3 ratio, you're looking at 9x Choice Points on Amtrak, 6x on travel, and 3x on all other purchases. That makes this the best card for earning Choice Points on all travel spend as well as the best card for earning Choice Points on non-category spend.
The Membership Rewards Program is a 1:1 transfer partner of Choice. AMEX's line up features categories such as grocery, gas station, restaurant/dining, and airfare that can earn you 2x-5x Choice Points per $1 spent. I wouldn't recommend going for the Membership Rewards Program solely on building points for Choice, but if you wanted to build up AMEX points to transfer to a bunch of different programs, then the Membership Rewards program would be a great way to go.
